Spotted a hidden junction box at a strip mall job last Thursday

I was pulling a panel at an old strip mall in Fayetteville and noticed the drywall patching didn't quite match up near the ceiling. Turns out a previous installer had tucked a junction box behind the drop ceiling with no access panel at all. The wires were all twisted together with electrical tape, no wire nuts in sight. Anyone else run into sketchy hidden splices like that on commercial retrofits?

Did you at least report that to the building owner?

I read a story last week about a guy who found black mold in his apartment and kept reporting it for months with nothing happening. Hopefully the owner there is more responsible than that.
