That advice about grounding clips turned out to be dead wrong

A guy on a parts forum told me to skip the grounding clips on a new dishwasher install because the frame was already bonded. Second service call on that unit, August, customer's arm got a tingle touching the door. Meter showed 40 volts between frame and ground wire. Took me an hour to undo the shortcut and put the clip back. Has anyone else seen a factory bond fail like that on a brand new Whirlpool?
