Why does everyone slack on hydro testing before hot work?

Been on 3 different crews this year around Kansas City and I keep seeing guys skip the hydro test on older pressure vessels before firing up. Last month we had a 12 inch drum that looked fine but had a hairline crack in a weld seam, luckily caught it during the test or it could have blown. My old foreman used to say "test cheap, repair expensive" and that stuck with me. Why risk a line failure when a test takes maybe an hour and costs nothing but water and time? Any other hands out there got stories about skipping this step and paying for it later?
