Debate: How long should a tiny fixture tweak really take?

Last month I spent 6 hours dialing in a clamp offset that looked like a 20 minute job. The print said .005 tolerance but the part kept walking on me. I tried shims, torque sequence, even flipped the jaw orientation. Finally found it was a burr on the locator pin, one pass with a file fixed it. But here's the thing, my coworker swears he would've caught that in 30 minutes. I think he's full of it because he runs the same setup every day. The shop wants me to track my time on these small fixes now. Is that fair or should we just accept some jobs eat your whole shift? Anyone else have a 'quick fix' that turned into a day killer?
