Hit 200 depositions and I'm not convinced discovery reform is the enemy

Everyone keeps saying mandatory early case assessments would wreck plaintiff leverage, but after watching my 200th deposition settle a 3 year old contract dispute in St. Louis last month, I think the real problem is we gatekeep information to pad bills, not protect clients, so has anyone actually seen a jurisdiction where this sped things up?
