A neighbor told me my dog's pirate costume looked like a trash bag with eyeholes
I switched from black plastic sheeting to an old gray sweatshirt after she said that, and now he can actually move his legs and has anyone else had to redo a costume because of a wardrobe malfunction like that?

Oh man, that's rough. I had a similar thing happen where I tried to make my cat a little bee costume out of yellow felt and it basically looked like a sad, lumpy pillowcase. She couldn't even walk without tripping over it. Switching to something softer and more flexible like a sweatshirt is usually the way to go, especially if they need to actually move around. It sounds like you made a solid upgrade for your dog's comfort and your own sanity.

Neighbor sounds way too invested in your dog's costume. It's a dog for crying out loud, not a runway model. Dogs don't care what they look like. They just want treats and to sniff things. You probably could have left the trash bag on and nobody would have noticed after five minutes. But whatever makes you feel better I guess.
