Unpopular opinion: layer properties should be locked down before anyone touches a drawing

I spent 3 hours last week fixing a mess on a commercial project in Denver because some junior drafter turned all their lines to layer 0. It drives me nuts how people just ignore the office standard and draw on whatever layer is active. If we lock the layer properties in the template, it saves everyone the headache of chasing down wrong linetypes later. Has anyone else had to waste a whole afternoon cleaning up someone else's layer chaos?
