Found a cheap trick for dead ash stumps in Ohio

Been fighting ash stumps that keep resprouting for like 2 years now, tried drilling holes and pouring stump killer but that barely did anything. A guy I met on a job in Cleveland said to cut it flush, then cover the cut with a thick layer of black plastic and weigh it down with bricks, left mine 8 weeks and it finally stopped growing. Anyone else use the plastic method or do you just grind everything out?

My buddy Jim tried this exact thing up near Toledo with a locust stump that was driving him crazy. He cut it flat, threw a black trash bag over it, and used cinder blocks to hold it down. Left it from late March to early June, and when he peeled the plastic back the wood was soft and spongy, like wet cardboard. He said it killed the roots too, no more shoots popping up around the base. He still ended up renting a grinder a year later because he wanted the ground level for a garden, but the plastic did stop the regrowth cold.
