My sister said I was crazy to try growing bell peppers in 8-inch pots on my north-facing balcony in Chicago, but after 3 months of stunted plants, I have to admit she was completely right.

Has anyone actually gotten a decent pepper harvest from a small, shady spot, or should I just give up and stick to herbs?

Honestly, the pot size is less of a problem than the light. You could try a compact chili variety like a patio fire, but even those need more sun than a north side gets. It's a tough ask for any fruiting plant.
