Waited 3 months for a simple fence permit fix in Bothell

I moved into a place near downtown Bothell and wanted to replace a rotting section of fence, like 40 feet total. The city website said a permit was needed, but the form kept rejecting my uploads and the phone line sent me to voicemail every time. After three weeks of this, I drove to City Hall and waited 45 minutes just to be told I needed a site plan I already had printed at home. They then said the review takes 6 to 8 weeks, but it ended up taking 12 weeks and two follow-up calls before I got the approval. My contractor nearly backed out twice because of the delay. Has anyone else had their fence or shed permit stuck in that same office, or did I just hit a weird slow patch?
