Lisbon hostel made me pay twice, once for the stay and once for basic stuff

Just got back from 4 nights in Lisbon and stayed at a place that looked cheap online, 18 euros a night, but they nickel and dimed me on everything. Towel rental was 3 euros, the locker in my room was broken so they sold me a padlock for 5 euros at the front desk, and breakfast was 6 euros for basically bread and instant coffee. I could have booked a private room at a guesthouse for what I ended up spending total. Why do these places advertise the lowest rate then pile on fees that double the cost? Feels like they bank on people not doing the math. Has anyone else had a hostel do this and found a way to spot the hidden costs before booking?

Did you check the hostel's reviews for the word "extra" or "fees" before you booked, or did the 18 euros just seem too good to pass up? They usually spell it out if you look past the first page.
