The 2004 FEMA memo that threw my whole timeline off

I was digging through old public records last week and found a FEMA memo from March 2004 about continuity of government exercises. It listed specific alternate sites in Virginia and Montana, but one of them, a facility near Culpeper, didn't exist in any state property database until 2007. That gap of 3 years has me second-guessing the official construction dates. Has anyone else run into records that contradict the public timeline like this and found a good way to verify what's real?
